Conference presentation, co-organized by the Concord Research Center and the International Committee of the Red Cross This conference sought to investigate the various methods, mechanisms, agents and causes of compliance which enable and encourage states and non-state actors to comply with their IHL obligations.

Concord: The Research Center for the Harmonization between International Norms and Israeli Law, the College of Management, Academic Studies. The Center is designed to organize and conduct research and engage in a variety of related academic activities on the interplay between international and Israeli standards.


The International Committee of the Red Cross (ICRC) is a private humanitarian institution based in Geneva, Switzerland. States parties (signatories) to the four Geneva Conventions of 1949 and their Additional Protocols of 1977 and 2005, have given the ICRC a mandate to protect the victims of international and internal armed conflicts.
