About our publications
The Program on Humanitarian Policy and Conflict Research (HPCR) publishes and disseminates original and collaborative research work and findings as they emerge from its policy research and other program activities around the protection of civilians in armed conflict. Primary objective of all HPCR publications and activities is to support the emergence of an open forum for professional networking, critical discussion and exchange of ideas in the field of humanitarian affairs.
HPCR publications generally fall into three broad formats, ranging from in-depth academic research articles and analysis, to concise context and time-specific legal briefs and policy primers that focus on contemporary issues and debates. Medium-length applied research and working papers are written with both academic and policy audiences in mind, to explore and present complex legal and policy issues in the context of international developments.
