View the HPCR Roundtable Report This roundtable discussion was held at the Khyber Hotel in Kabul, Afghanistan. The roundtable was organized as one of a series of activities aimed at enriching the information environment in which legal reform decisions are made in Afghanistan by the Afghanistan Transitional Administration (ATA), the Drafting Committee of the Constitutional Commission, the Judicial Reform Commission, the United Nations Assistance Mission in Afghanistan (UNAMA), and the international community of donor nations. The current publication reflects further research and observation in the months of February through June 2003.

Internationally, the ATA has attempted to maintain a neutral position and to establish good relations with neighbouring countries as well as international powers. An official declaration of neutrality and Afghanistan's joining the Economic Co-operation Organisation are attempts to formalise and normalise relations and stability within the region.


With the fall of the Taliban, the Bonn Agreement established an interim Government and prescribed the drafting of a new Constitution and the holding of elections. UNAMA was also mandated to manage all humanitarian, relief, recovery and reconstruction activities.
